His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) was commissioned by the Police and Crime Commissioner for Thames Valley to consider if there had been lost opportunities in how the force dealt with information relating to Horner. The force was made aware almost 18 months earlier that Horner, who joined the force in October 2020, had allegedly repeatedly asked a 15-year-old girl “to send naked pictures of herself”. Thames Valley Police missed at least five opportunities to confront former PC Luke Horner over his behaviour before he abused the victim on Jun 11 this year, an inspection found. A serving officer who recorded himself having sex with a 13-year-old girl previously called the police to see if he had been reported for sexual assault, it has emerged.
